PN Letter to the EU's Foriegn Affairs Ministers advocating the establishment of a conflict prevention unit within the EEAS

Re. Proposal for the establishment of the European External Action Service (EEAS)
We are writing to you on behalf of the Parliamentarians Network for Conflict Prevention and Human Security regarding the upcoming decision on the format and structure of the European External Action Service (EEAS).
We would like to welcome the recent draft proposal on the EEAS produced by Elmar Brok MEP and Guy Verhofstadt MEP, which specifically mentions the creation of a conflict prevention and mediation unit within the EEAS.
We would kindly like to ask for your support for the Brok-Verhofstadt proposal, and also to call for your help to strengthen the EEAS conflict prevention potential by explicitly including:
Conflict Prevention We would recommend that you support the creation of the conflict prevention and mediation unit within the EEAS, in line with the public commitments made by the HR Baroness Ashton to mainstream conflict prevention across the remit of the EEAS.
Co-decision We would recommend that you support the explicit reference to and continuation of the current co-decision procedure which applies to the Instrument for Stability.
Instrument for Stability We would recommend that control over the Instrument for Stability falls under the remit of the proposed directorate for conflict prevention and mediation.
